아산시가 푸른아산21추진협의회(이하 아산의제21) 창립 및 운영에 있어 사업비 외 인건비 등 사무국 운영비로 4000여 만 원에 달하는 예산을 추가 지원한 것을 두고 타 단체와 비교해 형평성 논란이 일고 있다.
특히 아산의제21의 위촉 위원들이 주민 참여형 정책개발의 모범 창출을 목적으로 시가 운영을 계획 중인 ‘시민참여 정책기획단’에 대부분 위촉될 전망으로 복기왕 시장의 시정목표인 시민과의 소통이 일정 인물에 국한되는 소통 장애의 우려를 낳고 있다.
아산의제21은 1999년 발족돼 10여 년간 준비를 거친 후 지난 2월 권혁태 회장(순천향대 명예교수) 이하 당연직 6명의 위원 및 45명의 시민들이 위촉위원으로 구성돼 녹색성장·사회경제·교육문화 등 분과별 워크숍 및 지속가능성지표 모니터링 사업을 전개한다.
또 지난해 약 3000만 원의 사업비 보조 지원과 달리 올해는 민간경상보조금으로 3000만 원의 사업비 외 4000만 원의 사무국 운영비(사무국 인건비 3000여 만 원)를 추가로 지원받는다.
문제는 2007년 조례에 따라 아산의제21의 활동에 대한 자치단체의 보조금 지원은 타당하지만 10여 년 준비 끝에 올해 창립된 민간단체에 같은 민간경상보조금으로 운영비까지 지원받는 다른 단체와 비교하면 형평성 논란이 일고 있다.
실례로 (사)한국예술문화단체총연합회 아산지회는 사무국 운영에 4000만 원의 보조금을 지원받지만 이 중 이순신종합운동장내 사무실 임대료(700여 만 원)는 시에 납부하고 있으며, 사무국 인건비 부문도 1인으로 관내 각종 문화행사를 소화하며 차질없이 운영하고 있다.
또 야생동식물보호법에 의해 인정받아 위탁사업을 펼치고 있는 (사)한국야생동식물보호관리협회 아산지회의 경우 밀렵감시활동 및 야생동물운반, 피해방지단 운영 등 야생동물 구제 목적 사업을 펼침에 있어 사무국 등 협회의 운영은 자비로 부담하고 사업에 대해서만 보조금 5000만 원을 받아 실시하고 있다. 이와 함께 민간전문가, 시민대표 등 약 50여 명으로 구성될 시민참여 정책기획단 운영에 아산의제21 위촉위원들이 참여할 것으로 알려진 가운데 시민과의 소통을 목적으로 기획된 각종 사업이 한정된 인물로만 국한 될 실효성 논란이 제기되고 있다.
정책기획단은 참여예산·교육복지·녹색도시·산업경제·문화관광 등 5개 분과로 구성해 시 현안사항을 우선 선정 및 의견 수렴하는 방식으로 격월 분과별 포럼과 연 1회 전체세미나로 진행되며, 위원회 실비변상조례에 따라 회의출석 수당 및 자문료가 지급된다.
사업비를 보조받아 각종 환경 및 사업의 모니터링 보고서 작성 등 연구활동 위주의 사업을 펼치는 아산의제21 위원들이 시민대표로 정책기획단도 참여해 예산을 받으며 정책에 대한 논의에도 또 참여한다는 것이다. 이 중 혈세 낭비는 둘째치고 시에서 펼치고자 하는 각종 정책 사업의 의견 수렴이 국한된 인물의 의견으로만 한정될 우려가 있는 대목이다.
이와 관련 한 공무원은 “사실 조례에도 규정돼 있지만 각 실·과별 너무 많은 위원회가 존재하고 실비도 지급되고 있는게 현실”이라며 “이번 정책기획단은 그동안 위원회에 속했던 국한된 인물이 아닌 넓은 범위이자 다방면의 시민들로 구성해 시의 하나로 통일된 위원회 역할로 자리매김하길 기대한다”고 귀띔했다.
